Florida District Courts
The District Courts hear appeals from the lower courts, review actions by state government agencies and issue writs of certiorari, mandamus, prohibition, quo warranto and habeas corpus.
Florida Circuit Courts
Florida now has a two-tiered trial court system. Most Florida jury trials occur in circuit court and are heard by just one judge. Most civil and criminal cases start out in one of the 20 circuit courts.
Circuit courts hold trials for crimes that are not in county court jurisdiction and also hear appeals from the county courts. Circuit courts have jurisdiction over civil suits over $15,000, estate disputes, youth, all felonies, title and property disputes and tax issues. The circuit courts also have the powers to issue extraordinary writs of certiorari, mandamus, prohibition, habeas corpus and quo warranto.

There is a county court in each of Florida's 67 counties. County courts have jurisdiction over civil cases under $15,000, private disputes, misdemeanors, traffic violations and small claims court.
